Restart Investment to Sustain and Expand (RISE) Fund

The RISE Fund is supporting the arts and entertainment sector to reactivate. The program is targeting funding towards the arts and entertainment sector organisations who are seeking to restart, re-imagine or create new activities. The program is intended to assist by providing finance to assist the presentation of new or re-shaped cultural and creative activities and events.

Show Starter Loan Scheme

The Show Starter Loan Scheme is supporting up to $90 million of lending to eligible existing arts and entertainment entities that have been adversely affected by COVID-19. Under the Scheme, the Government is guaranteeing 100% of new loans taken out by eligible arts and entertainment businesses to deliver new productions or events for a live audience. Loans are provided by participating lenders.

Business Victoria

$250 Million Circuit Breaker Business Support Package to assist small to medium businesses and sole traders, under the circuit breaker restrictions announced on 27 May 2021. The package will support businesses unable to operate due to the necessary public health measures, including targeted support for the events industry.

The package includes:

- $190.01 million second round of the Business Costs Assistance Program
- $40.7 million new round of the Licensed Hospitality Venue Fund
- $20 million in targeted support for the events industry

Victorian Events Support Package

The $20 million dedicated Victorian Events Support Package will support event organisers, hosts and suppliers as they manage the ongoing impacts of the COVID-19 pandemic.

The Victorian Events Support Package delivers five streams of support:
 

  • The Sustainable Event Business Program will provide up to $250,000 to major event organisers, hosts and suppliers who have suffered a loss as a result of the recent restrictions that began in late May, and the ongoing viability of their event or business has been significantly affected by the pandemic.
     

  • The Impacted Public Events Support Program will deliver up to $25,000 to eligible event organisers and up to $10,000 to eligible suppliers of Tier 1 and Tier 2 public events under the Public Events Framework that were approved to take place between 11.59pm on 27 May 2021 and 11.59pm on 24 June 2021.
     

  • An Independent Cinema Support Program will deliver up to $12,000 to independent cinema operators unable to operate due to the COVID-19 restrictions that commenced at 11.59pm on 27 May 2021.
     

  • A Live Performance Support Program (Presenters) will provide up to $7000 to presenters of live performance events that have cancelled events between 11.59pm on 27 May 2021 and 11.59pm on 24 June 2021 because of COVID-19 restrictions.
     

  • A Live Performance Support Program (Suppliers) will provide a $500 grant per event for up to four different events for suppliers of goods and services to live performance events, including musicians and performers.

Support Act
 

MusicKeeper and CrewKeeper Grants

$10 million fund to extend Support Act's crisis relief grants to all genres of artists, crew and music workers in need over the next few critical months. The modest grants of $2,000 ($2,700 for families) are intended to cushion the blow for those who remain largely unable to earn income due to ongoing COVID-19 restrictions designed to protect public health.
